CARES Act: Higher Education Emergency Relief Fund (HEERF)

On March 27, 2020, the President signed and Congress approved the Coronavirus Aid, Relief, and Economic Security (CARES) Act, providing emergency relief funds to organizations and individuals impacted by the coronavirus (COVID-19) pandemic.

As part of this $2 trillion stimulus package, the Higher Education Emergency Relief Fund (HEERF) has allocated approximately $14 billion to colleges with the purpose of providing financial relief directly to students whose lives have been significantly impacted by COVID-19.

On December 27, 2020, the President signed the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) which allocated an approximate additional $22.7 billion of HEERF funds.

On March 11, 2021, the President signed the American Rescue Plan (ARP) Act’s Higher Education Emergency Relief which allocated an additional $39.6 billion of HEERF funds.

Immaculata University signed and returned the certification and agreement for the CARES Act Higher Education Emergency Relief Fund for Student Aid on April 15, 2020. The University certified that these funds will be distributed to eligible students as emergency financial aid grants for expenses related to the disruption of campus operations due to COVID-19.

The University was not required to provide a further certification under the CRRSAA nor the ARP.

Immaculata University received $503,045 for CARES Act Higher Education Emergency Relief Fund for Student Aid, that has been distributed directly to students as emergency financial aid grants, as per the Department of Education’s (DOE’s) guidelines. According to the DOE guidelines on eligibility, 1,200 of Immaculata University’s students were eligible to receive the emergency financial aid funding. As of December 31, 2020, Immaculata University has distributed $503,045 of CARES HEERF funds to students.

Immaculata received an additional $503,045 during April 2021 as provided by the CRRSAA. According to the CRRSAA guidelines of eligibility, 1,980 of Immaculata University’s students were eligible to receive the emergency financial aid funding. As of April 16, 2021, Immaculata has distributed $503,045 of CRRSAA HEERF funds to students.

During May of 2021, Immaculata was granted an additional $1,587,360 as provided by the ARP HEERF funds to students. Immaculata received and distributed $49,325 of these funds during August of 2021. The remaining $1,538,035 of ARP HEERF funds was distributed to students in November of 2021. According to the Department of Education guidelines of eligibility, 106 of Immaculata University students were eligible to receive the emergency financial aid distributed in August of 2021 and 2,046 of Immaculata students were eligible to receive the funding distributed in November of 2021.

To be eligible to receive CARES Act HEERF, students must be eligible for Federal Title IV aid and be registered in an undergraduate or graduate program that was not completely online prior to March 13, 2020.

Immaculata students enrolled in graduate and undergraduate degree programs that have an official Free Application for Federal Student Aid (FAFSA) on file for the 2019-2020 aid year by June 19, 2020 and were not enrolled in all online spring classes prior to March 13, 2020 were automatically awarded funding, based on guidance from the DOE and Immaculata University. The amounts granted to these students were distributed as follows:

  • Full Time Undergraduate Pell eligible Students $636.71
  • Part Time Undergraduate Pell eligible Students $486.71
  • Full Time Undergraduate Students (not Pell eligible) $486.71
  • Part Time Undergraduate Students (not Pell eligible) $336.71
  • Graduate students enrolled in 6 or more credits $486.71
  • Graduate students enrolled in 5 or fewer credits $336.71

These funds are disbursed directly to students to cover expenses related to the disruption of campus operations due to COVID-19, such as food, housing, course materials, technology, health care and childcare.

A communication was sent to all Immaculata University students on May 14, 2020 informing them that they may be eligible to receive funds from the HEERF if they were Title IV eligible and had filed a FAFSA for the 2019-2020 academic year. Students were also given a month to file a FAFSA if they had not already done so. Eligible students received an email on June 24, 2020 from Barbara Lettiere, Immaculata University President informing them that they would receive a grant within a few days. Subsequently, funds were distributed to 1,200 students via check or direct deposit.

CRRSAA HEERF FUND METHODOLOGY

The allocation and distribution of CRRSAA HEERF Funds during 2021 were similar, with some notable exceptions to the criteria and processes applied to the 2020 distribution of HEERF Funds. Unlike the 2020 HEERF Fund distribution, CRRSAA HEERF funds included both international students and students who were 100% online. Students did not have to qualify for Federal Title IV aid, but there was consideration in the allocation regarding whether or not the student was receiving Pell grant funding.

The amounts granted to students from CRRSAA HEERF funds were distributed as follows:

  • Full Time Undergraduate Pell eligible Students $430.00
  • Undergraduate Pell eligible Students with 6-11.5 credits during the Spring 2021 semester $330.00
  • Undergraduate Pell eligible Students with 3-5.5 credits during the Spring 2021 semester $230
  • Undergraduate Pell eligible Students with 0-2.5 credits during the Spring 2021 semester $180
  • Full Time Undergraduate Students (not Pell eligible) $300.00
  • Undergraduate Students (not Pell eligible) with 6-11.5 credits during the Spring 2021 semester $200.00
  • Undergraduate Students (not Pell eligible) with 3-5.5 credits during the Spring 2021 semester $100.00
  • Undergraduate Students (not Pell eligible) with 0-2.5 credits during the Spring 2021 semester $50.00
  • Graduate students enrolled in 9 or more credits $300.00
  • Graduate students enrolled in 4.5-8.5 credits $200.00
  • Graduate students enrolled in 2.5-4.0 credits $100.00
  • Graduate students enrolled in 0.5-2 credits $50.00

A communication was sent to all Immaculata University students on April 14, 2021 informing them that they would receive a grant within a few days. Funds were disbursed to 1,980 students via check or direct deposit on Friday, April 16, 2021.

ARP HEERF FUND METHODOLOGY

The allocation and distribution of ARP HEERF Funds during August 2021 included 106 students, representing all students that graduated at the end of the Summer 2021 semester with amounts varying based upon their Estimated Family Contribution from their 2020-2021  FAFSA.

The University plans to distribute the remaining ARP HEERF Funds to students enrolled during the Fall 2021 semester by the end of November 2021. We estimate that this will include approximately 2,000 students.

As of September 30, 2021, the amounts granted to each student from ARP HEERF funds were distributed as follows:

  • Full Time Undergraduate Students $500.00
  • Undergraduate Students with 6-11.5 credits during the Summer 2021 semester $300.00
  • Undergraduate Students with 3-5.5 credits during the Summer 2021 semester $200
  • Undergraduate Students with 0-2.5 credits during the Summer 2021 semester $100
  • Graduate students enrolled in 9 or more credits $500.00
  • Graduate students enrolled in 4.5-8.5 credits $250.00
  • Graduate students enrolled in 2.5-4.0 credits $100.00
  • Graduate students enrolled in 0.5-2 credits $50.00

In addition to the amounts noted above, students who had filed a 2020-2021 FAFSA and had a reported Estimated Family Contribution (ESF) of $20,000 or less were provided additional funds as follows:

  • ESF of $0 – $5,000 – students received an additional $1,300
  • ESF of $5,001 – $10,000 – students received an additional $1,000
  • ESF of $10,001 – $15,000 – students received an additional $750
  • ESF of $ 15,001- $20,000 – students received an additional $250

A communication was sent to all Immaculata University students on August 26, 2021 informing them that they would receive a grant within a few days.  Subsequently, on the same day, funds were disbursed via check or direct deposit.

On November 5, 2021, the University distributed the remaining ARP HEERF Funds to 2,046 students enrolled during the Fall 2021 semester.

The amounts granted to each student from ARP HEERF funds were distributed as follows:

  • Full Time Undergraduate Students $500.00
  • Undergraduate Students with 6-11.5 credits during the Fall 2021 semester $300.00
  • Undergraduate Students with 3-5.5 credits during the Fall 2021 semester $200
  • Undergraduate Students with 0-2.5 credits during the Fall 2021 semester $100
  • Graduate students enrolled in 9 or more credits $500.00
  • Graduate students enrolled in 4.5-8.5 credits $250.00
  • Graduate students enrolled in 2.5-4.0 credits $100.00

In addition to the amounts noted above, students who had filed a 2021-2022 FAFSA and had a reported Estimated Family Contribution (EFC) of $20,000 or less were provided additional funds as follows:

  • EFC of $0 – $5,000 – students received an additional $1,750
  • EFC of $5,001 – $10,000 – students received an additional $1,000
  • EFC of $10,001 – $15,000 – students received an additional $500
  • EFC of $ 15,001- $20,000 – students received an additional $90

A communication was sent to all Immaculata University students on November 4, 2021, informing them that they would receive a grant within a few days.  Subsequently, funds were disbursed via check or direct deposit on November 5, 2021.

In addition to the HEERF funds received for Student Aid, Immaculata University also received an additional $503,045 for its Institutional Share (CDFA Program #84.425F) and $50,826 from the CARES Act Strengthening Institutions funding (CDFA Program #84.425M). These funds have been used to fund the reimbursement of room and board fees due to the closure of student housing during the pandemic.

Immaculata University is located in Immaculata Pennsylvania, in the state’s 6th Congressional District. The Coronavirus Aid, Relief and Economic Security (CARES) Act was passed by Congress and signed into law to provide economic relief from COVID-19. One section of the CARES Act established the Higher Education Emergency Relief Fund (HEERF) and sent money to schools to use for emergency financial aid grants to students for expenses related to the disruption of campus operations due to the pandemic.

Students who meet basic eligibility criteria for federal financial aid can be considered for these funds. The Office of Student Financial Assistance will use Free Application for Federal Student Aid (FAFSA) data to determine your eligibility. If you are eligible to file a FAFSA but have not yet filed for 2019-20 and need assistance, please file a FAFSA at studentaid.gov by June 19, 2020 to be considered for funding.

Under U.S. Department of Education rules for the program, these funds can be awarded to undergraduate, graduate, and professional students pursuing degree programs and currently enrolled at Immaculata University. In order to receive these limited funds, students must:

  • have been enrolled for the spring semester as of April 20, 2020;
  • have completed a FAFSA
  • have been enrolled in at least one face-to-face class as of March 13; and
  • be eligible for Title IV financial aid as stated above.

Please note: The U.S. Department of Education does not allow these funds to be used for international students, undocumented students, non-matriculated students or students enrolled in online-only degree programs.

The following types of expenses are eligible:

  • Food in the absence of meal plans
  • Temporary housing
  • Purchase of books, course materials or software
  • Medical care
  • Internet and Wi-Fi access to participate in online courses
  • Purchase of laptops or repair of laptops
  • Child care
